Using the Time Displacement effect in Adobe After Effects, you can create some nifty video stutter effects without a great deal of effort, and without editing the footage whatsoever. In short, the playback timing of video can be altered using a greyscale displacement map. Black regions of the displacement map will show frames prior to the current position, 50% grey will have no effect, and white will show frames ahead of the current position.
